I have a stubborn cat who pee's everywhere?

well my friend had a calico cat it it wouldnt stop peeing in the house and it was trained to use the litter box. And they found out the cat was realy scared dor some readon doest ur act scared? like when u go to pet it will it speed away... or does it alwasys hide?
