Ok i dont get this guy at all?

he will stare at me in school n last yr he made it a little noticable that he liked me...but stoped talking to me.. now yr later hes back trying to tak to me agian. and im a little fed up with it since its happened for 3 yrs now? does he like me or what? makes no sense?!?!?
