Why do cities have laws that are clearly meant to har the poor and homeless ?

cause stupid homeless people will die in their cars from the carbon min oxide poison,loud exhaust is cause of the teenagers, to pay to park down town is for the city to make money not for the homeless ,,,,besides if a homeless person has a car then they should sell it pay for rent and walk or drive it to a state that has adult welfare or general itence like cal. or il.....,
